EYFS Staffing Deployment Planner

Plan room deployment, then check an indicative whole-provision staffing reference.

This planner is for group and school-based EYFS provision in England. It is a planning aid, not a compliance decision. The whole-provision principle is in EYFS paragraph 3.40. The tool does not verify qualifications, suitability, PFA, baby-care training, experience-based-route approval, breaks, supervision, exceptional ratio changes or whether an eligible practitioner is working directly with the relevant children.

Level 6 ratioOnly QTS, EYTS or EYPS. Unlocks 1:13 for over 3s when working directly with children and a second Level 3 is present.
Level 3 ratioApproved Level 3 or an eligible higher qualification can count at Level 3 subject to the current qualification requirements. Level 2 English requirements depend on the qualification route and award date. The experience-based route has separate conditions.
Level 2 ratioApproved Level 2, or an eligible student or apprentice working at the level below their study where the provider is satisfied they are suitable, competent and responsible and they hold valid PFA. Check the current qualification requirements for the individual.
UnqualifiedLevel 1, no relevant qualification, or someone studying Level 2. The qualification mix applies to the staff you NEED, not extra staff above ratio.

What this tool can't check

This is a planning aid, not a room-by-room compliance verdict. EYFS paragraph 3.40 says the ratio requirements apply to the total number of staff available to work directly with children across the whole provision, not just each room. You must still confirm:

  • Qualifications are genuine and full & relevant. The tool trusts the level you select. Verify each certificate at onboarding using the government's Check an Early Years Qualification service.
  • Students, apprentices and long-term volunteers. Where the EYFS permits them to count at the level below their study, confirm the person is suitable, competent and responsible and holds a valid paediatric first aid qualification. This tool does not make that judgement for you.
  • Baby-care training and room-leader experience. In under-2s rooms, at least half of staff must be trained in the care of babies and the room leader must have suitable experience with under-2s.
  • Breaks and deployment are covered. Staffing arrangements must continue to meet children's needs, safety, supervision and the whole-provision ratio and qualification requirements throughout the session.
  • Experience-based route. EBR status is provider-specific rather than a qualification and is not automatically transferable. No more than 50% of staff counting at Level 3 may do so through EBR status at any one time. Check the current DfE guidance.
  • Valid, current PFA certificates. Anyone counted who relies on PFA must hold a current certificate.
